Distance Education – The Department of Education withdraws directive to deny federal financial aid eligibility to California students: Please review IFAP’s July 22, 2019 electronic announcement, which includes an attachment to a letter from the Department of Education to the State of California about this matter. The National Association of Student Financial Aid Administrators also posted a helpful update on this topic on August 5, 2019.

2019–2020 Supplemental Campus-Based Funds: This announcement explains how 2019–2020 supplemental award funds for each of the Campus-Based programs will be distributed and how schools will be notified of supplemental awards. Other than funds distributed through the supplemental process described in this announcement, the Department of Education (Department) does not anticipate that any additional Campus-Based funds will become available for the 2019–2020 Award Year.The Department uses information collected on the Campus-Based Reallocation Forms (due Monday, August 12, 2019) to reallocate unexpended Federal Supplemental Educational Opportunity Grant (FSEOG) and the Federal Work-Study (FWS) program funds from the previous award year as supplemental allocations for the current award year. Online Training Module – Completing the 2020-2021 FISAP: This Dear Colleague letter announces the upcoming availability of Federal Student Aid’s online training module that assists with completing the Fiscal Operations Report for 2018–2019 and the Application to Participate for 2020–2021 (FISAP). Please review Dear Colleague Letter (DCL ID: ANN-1905) for additional information.

Information and Reporting Reminders for the Fiscal Operations Report for 2018–19 and Application to Participate for 2020-2021 (FISAP): The Fiscal Operations Report for 2018–19 and Application to Participate for 2020–21 (FISAP) is now available on the Common Origination and Disbursement (COD) Web Site. Schools that had Campus-Based expenditures for the 2018–2019 Award Year and schools that wish to request funding under the Campus-Based programs for the 2020–2021 Award Year are required to electronically submit a FISAP via the COD Web Site. The deadline for the electronic submission of the FISAP is 11:59 p.m. Eastern time (ET) on October 1, 2019. Transmission must be completed by midnight. Please review the August 2, 2019 electronic announcement for additional information.

Final FISAP Form, Instructions, and Desk Reference for FISAP due by October 1, 2019: On August 7, 2019 Federal Student Aid replaced the 2020–2021 FISAP Form document to correct reporting year references in Part V at the top of page 10. Please review the July 26, 2019 electronic announcement for additional information.

2020-2021 Verification Suggested Text Package: This Electronic Announcement provides, in APPENDIX A, suggested text for each of the required 2020–2021 verification items that were identified in the May 24, 2019, Federal Register Notice. While use by an institution of the suggested text fulfills the regulatory verification requirements, institutions are not required to use the suggested text and formats with one exception. Please review the July 31, 2019 electronic announcement for additional information.

TECHNOLOGY SECURITY ALERT – Exploitation of Ellucian Banner System Vulnerability – Update #1: The Department of Education’s ongoing research with targeted institutions has led to a broader concern regarding the front-end registration portals used by institutions. Specifically, some institutions are using third-party software as front-end access points to the Ellucian Banner System and similar administrative tools. Every institution is strongly encouraged to review these third-party front-end applications to ensure that they are not introducing vulnerabilities (in need of patches) or increasing the risk of a potential future issue through automation attacks. An automation attack, in this context, uses automated scripts or robotic process automation to rapidly fill forms through the institution’s front-end system and submit them in the hope of gaining accounts. All institutions are also encouraged to consider using human validation checks as part of front-end portal submission processes.
